It seems that a week-long contest isn't the way to do this, or more publicity is needed, or the accidental selection of Holy Week was a bad choice.
I'll give it another try sometime. Maybe as a 2 or 4 hour scavenger hunt.

Street Light Competition
What:
Given the 2,051 streetlights in Seattle that are not working as reported by the Seattle PI, lets have a little contest or scavenger hunt of sorts to indentify the most dead streetlights.
Why:
Having a comprehensive list helps Seattle City Light more efficiently schedule repairs and they only find out about dead lights when citizens report them.
Unlit areas pose an increased hazard to pedestrians and cyclists.
Rules:
To enter, post a comment to this blog posting with:
1. A team name. It needs to be unique.
2. The number of people on your team.
3. Your total number of streetlights reported in the duration of the competition.
4. A list of the streetlights, with a minimum of date found, the pole#, the street, and the nearest cross-street.
You can post multiple times with daily updates.
If you see that someone else posted more than 5 lights that isn't dead (please watch each one for a few minutes), call it out. If you are found to have listed more than 10 lights that are found to function correctly 3 hours after sunset, you will be disqualified.
You must report your list to Seattle City Light.

Feel free to include a reference to this blog in your description. For multiple lights, listing additional locations in the description field is acceptable.
You must not cause damage to a street light. Doing so will result in disqualification and a report to the police.
You are on your honor to not poach lights that others have submitted. If 95% of your reported lights were previously reported by another team, you will be disqualified.
At the end of the competition:
The team score = (# lights found)/(# people on the team)
The 1st place team wins $40
The 2nd place team wins $20
This is entirely at your own risk. Obey all applicable laws and consider wearing bright reflective clothing and a blinking light for visibility.
Start: March 15th - 2 hours after sunset.
End: March 22nd - 8am.
Winners will be announced on March 22nd at 4pm.
Hint: You can very quickly log dead lights on a bicycle with a small notebook.
